Water Charges Haven’t Been Doubled — They’ve Been Split Out

There has been considerable comment on local social media following the arrival of the latest Hamilton City Council and Waikato District Council rates notices, with some ratepayers concerned the new IAWAI water charges represents a “double-up” or an additional charge. That is not the case. The water and wastewater component previously contained within council rates has now been separated out and identified as an IAWAI charge.

IAWAI chief executive Peter Winder acknowledges the new presentation could come as a surprise at first glance. “The separated water charges with their rates bills are not an additional or new charge,” he says. Water and wastewater services have been removed from council rates and are now billed separately following IAWAI taking responsibility for those services across Hamilton City and Waikato District from 1 July.

According to Peter Winder, water service costs for the average residential property are similar to last year, while the increase for 2026/27 is actually lower than councils had previously forecast if they had continued providing the services independently. IAWAI says combining information on council rates invoices during the transition also avoids the additional cost of operating completely separate billing systems.

Existing council payment arrangements will continue to apply to IAWAI charges, while the Government rates rebate scheme has also been extended to take account of both rates and water charges. IAWAI is jointly owned by Hamilton City Council and Waikato District Council and works in partnership with Waikato-Tainui.
