Waikato District Council has recorded a $26.7 million operating surplus for the year ended 30 June 2026, reversing a budgeted $5.8 million deficit. Its average rates increase for 2026/27 is 3.79%, with chief financial officer Paul Conder saying savings helped reduce the planned increase despite continuing cost pressures.

The headline surplus includes non-cash gains. Revenue was $40 million above budget, including $23.1 million more than expected from vested and found assets, while operating expenditure exceeded budget by $7.6 million. Excluding non-cash transactions, Council’s operating funding surplus was $30.2 million, $1.1 million ahead of budget.

Borrowing requirements were also lower because Council delivered less capital expenditure than planned. Paul Conder says Council distinguishes one-off financial gains from ongoing savings when setting rates, an important consideration when assessing what this year’s result means for future bills.

At the Tamahere Community Committee’s 6 October meeting, Councillor Mike Keir formally recorded his appreciation for the surplus and lower borrowing associated with reduced capital expenditure. He also praised the 3.79% average rates increase, describing Council as one of relatively few keeping increases below most others and noting it remained below the Government’s 4% rates cap.
